Hair
So this is one way to make hair:

I know, this is a really short tutorial, but I forgot to save my tutorial pictures except for this one which was supposed to end the whole thing with a quick summary, but I guess it will do for now. I will make new pictures later on.
[1] I start with a blob of paint that I make with a pixel pen to get those sharp edges.
[2] In photoshop, I lock the transparency, or in any other program, just have the hair selected the whole time, it's so you can use a soft brush from now on without messing up the crisp edges. OK, so now I can make some strands with a darker color.
[3] I use the lighten tool (dodge in photoshop) and make a highlight where the hair bulges outwards. Now, this already looks like hair so you could leave it at that. But I think it looks flat so I have some more steps.
[4] I pick up the original color and make some strands on top of the highlight. Then I pick up the darkest color (the first strands I made) and fill them in all the way. Because the light can't get in everywhere.
[5] For the next step, I use the darken tool (burn in photoshop) and fill in some strands to get some depth into the whole thing. Don't be afraid to make thick strokes, it makes the hair look 3D.
[6] The final step which really makes it pop is to use the smudge tool like I did above. Smudge the shadows towards the highlight to make the highlight thinner in some areas. Then smudge the highlight in between the dark parts to make it thicker in some areas. You should end up with a zig zag pattern.
